Proposals are needed because Procurements in the Public Sector / Business-to-Business (B2B) domain are executed primarily in the Competitive Bidding mode. Under this, the Sellers are required to submit their offers to a Prospective Buyer in a well documented manner so that they may be analysed and compared with those of different bidders, and the one with the most competitive offer may be finally selected for delivering the required product(s)/service(s).
